The Swiss registered independent chemical company, Ineos, is planning Project ONE, an expansion project over different existing sites in Europe for the production of ethylene and propylene.

For the ethylene production Ineos is targeting the sites of:
- Grangemouth in Scotland, UK
- Rafnes in Norway
Regarding the propylene production, Ineos is considering to build new propane dehydrogenation (PDH) units in:
- Antwerp in Belgium
- Grangemouth in Scotland, UK
This initiative is fueled by the first success of the Dragon Ships program carrying massive quantities of ethane and liquefied petroleum gas (LPG) from the US shale gas to Europe in highly competitive conditions.
For two years Ineos is deploying its fleet of eight ethane carriers, running now in full operations.
Therefore Ineos is now able to evaluate to total costs of importing shale gas from US at large scale in Europe and related savings compared with alternative sources.
As Ineos is still importing ethylene and propylene for its own needs, Project One is the opportunity to use the current savings on sourcing to invest in the top end of the value chain itself.
The expansion should have a capacity of:
- 900,000 tonnes per year (t/y) to 1 million t/y of ethylene
- 750,000 t/y of propylene
The feasibility study will start this year for a front-end engineering and design (FEED) work planned in 2018.
The execution of the project should move into engineering, procurement and construction (EPC) phase by 2020.

Antwerp Ineos existing site is among the top candidates locations to benefit from Ineos decision to build a $2.7 billion new world-scale ethane cracker and propane dehydrogenation (PDH) complex.
This project results from the proven sustainable competitive shale gas resources from the US for the supply of the ethane cracker in optimized conditions.
The final decision regarding the project location on the west side of Europe should be made on the next quarter 2018.

Ineos has awarded two contracts for the Project ONE to:
- SK E&C to provide the FEED work for the 750,000-t/y propane dehydrogenation (PDH) unit.
- TecnipFMC for the 1.5 million t/y ethylene cracker
This FEED should take one year, so that the EPC should be awarded on second half 2020.

Ineos awarded a project management consultancy (PMC) contract to Wood Group.
Wood Group will run its PMC contract from offices in Reading, UK, and Antwerp, Belgium.
— September 2020 —
Ineos signed a 10-year agreement with French utility company Engie to purchase renewable energy electricity for running the existing plant and the future project.
Coming from the Norther offshore windfarm in the North Sea, the renewable electricity power will reach 84 MW for Project One from January 2021.

Ineos submitted the environmental permit application for Europe most environmentally friendly steam cracker.
Project ONE Antwerp should move into execution in 2022.

Ineos awarded the engineering, procurement and construction management (EPCM) services to Tecnicas Reunidas.
— June 2022 —
Belgium Minister of Environment validated the project, the construction may now start.
— October 2022 —
Ineos purchased from Technip Energies a low carbon emissions ethane cracker with its related technology and equipment while Tecnicas Reunidas is managing the EPC contract.
The project execution is moving on.

Ineos took the final investment decision for the project for up to $3.8 billion.
