Aramco Jubail Accelerate Carbon Capture and Storage (ACCS)

The Saudi Arabian national oil company (NOC), Saudi Aramco, is planning to develop the Aramco Jubail Accelerate Carbon Capture and Storage (ACCS) Phase 1 project, a large CCS hub to be situated at Jubail Industrial City, in Saudi Arabia.

The Saudi Arabian government fixed a zero carbon dioxide (CO2) emissions target for 2060.
In 2021, Saudi Arabia was one of the top ten CO2 emitters in the world but ranked as the second-largest oil producer.
Saudi Arabia’s economy and energy are highly dependent on fossil resources because 70% of the production is exported.

Saudi Aramco plans to install carbon capture systems in its gas plants in:

  • Fadhili
  • Khursaniyah
  • Wasit
    A fourth plant should be chosen but has not been defined yet.

Project History

The ACCS project aims to capture up to 44 million tonnes per year (t/y) of CO2 and should be developed in phases.
The first phase should capture about 9 million t/y of CO2.
Saudi Aramco will need to install:
– Compression units
– Injection systems
– Onshore pipelines
In order to develop the ACCS project, Saudi Aramco selected Linde and WesternGeco to implement their technologies.
Wood will perform the front-end engineering and design (FEED).
In February 2023, Saudi Aramco should tender the engineering, procurement, and construction (EPC) work for which bidders are:
– CTCI
– Daelim Industrial
– Hyundai E&C
– JGC
– Larsen & Toubro
– Saipem
– Samsung Engineering
The FEED started by the end of 2022, and the EPC could be awarded by the end of 2024, with the first phase expected to operate in 2027.

— July 2023 —
Aramco signed a global memorandum of understanding (MoU) with Aker Carbon Capture to explore a modular carbon capture solution for projects over the country.
Aramco is already working on the project with Linde and WesternGeco, a subsidiary of SLB.With its natural gas terminal, Spain is not producing gas by itself but mostly import it from Algeria, USA and Nigeria to supply Europe.
This project will set Spain as a new key player in the European energy strategy.

– November 2023 —
Three last competitors bidders are still competing for the EPC work: – Larsen & Toubro – Saipem – Tecnimont

— July 2024 —
Saudi Aramco is still evaluating the three bidder offers.The EPC work should not be awarded before the end of 2024.

— October 2024 —
Saudi Aramco selected Saipem and Tecnimont as preferred bidder.Saipem and Tecnimont participated into the tender as a consortium.
The first phase of the project should capture up to 9 million t/y of CO2 and cost more than $1 billion.

— December 2024 —
Aramco selected key technology partners:
– Linde
– SLB, formerly Schlumberger
Aramco is still in commercial negotiation with final contractors, led by the italian consortium, Saipem and Tecnimont.

— February 2025 —
Aramco awarded the EPC work to Larsen & Toubro for $1.5 billion.
Larsen & Toubro will perform the work through its Energy Hydrocarbon division.Aramco confirmed that FID should be taken in H1 2025.
